South Africa's border management tender to close soon


South Africa's tender to invite bids from suitable service providers to support the establishment, roll-out and operationalization of the Border Management Authority, will close on 28 February.

The government has been seeking interest on providing appropriate support and advisory technical, legal, administrative, financial, human resource management, ICT, stakeholder management, corporate management, change management, and communication services.

"Border management in South Africa (SA) is currently exercised and influenced through multiple organs of state. While coordination mechanisms exist, it has long been agreed that more needs to address the systemic and structural challenges of border coordination towards a new paradigm of integrated border management."

A draft BMA Bill was approved by Cabinet in September 2015 for introduction into Parliament. The BMA Bill, 2016 was introduced into Parliament in May 2016. By mid-September 2019 the BMA Bill was still under consideration in Parliament.

The implementation of the BMA pre-establishment, establishment and change management tasks will support the phased and incremental roll-out of the BMA across all 72 Ports of Entry and the land and maritime border environment.

The appointed service provider will support and advise the DHA in executing BMA Road Map (2017-2032) and BMA change management priorities. The tasks and timeframes of this Road Map will need to be adjusted and shortened on the assumption that the BMA will be formally established in 2020.
